Elias Nalukoola has rejected a proposed NGO Funding Act, questioning the logic of government-funded non-governmental organisations while they are expected to address failures in state service delivery. Speaking during parliamentary debate on the proposal, Nalukoola took aim at its proponent, activist and entrepreneur Nyanzi Martin Luther, asking, "You want the government to fund NGOs, yet you are here to help in what the government has failed to do." Nalukoola argued that NGOs exist precisely because of gaps in government service delivery, warning that placing them under direct government funding could compromise their independence and effectiveness. Health Worker Arrested in Jinja Over Alleged Abduction and Assault of 5‑Year‑Old Jinja — Police in Jinja City have arrested a clinical officer , aged 40, stationed at Mpumudde Health Centre IV , on suspicion of defiling a five‑year‑old girl in the Northern Division of Jinja . The arrest followed a distress call from neighbors who heard unusual sounds coming from the suspect’s residence within the health facility.   Authorities say the incident took place on October 16 in the afternoon. The suspect allegedly lured the child under the pretext of buying yogurt and biscuits, sending her into his quarters located at the hospital premises.
